Special Election March 18, 2025. Understanding Clayton County’s School Bond and Sales Tax Proposal.

Residents of Clayton County will have the opportunity to vote on a measure concerning the issuance of $495 million in General Obligation Bonds and the continuation of a 1% sales and use tax for educational purposes. This proposal aims to fund various school district projects without increasing property taxes.


General Obligation Bonds Explained


General Obligation (GO) Bonds serve as a financial tool for government entities, such as school districts, to fund large-scale capital projects. These bonds are backed by the county’s financial resources and are repaid over time through available revenue sources.


If approved, these bonds would provide funding for:


  • Upgrading textbooks and instructional technology, including laptops for students and teachers


  • Purchasing band, fine arts, and athletic uniforms and equipment


  • Acquiring new school buses and enhancing safety features


  • Constructing and renovating schools and athletic facilities


  • Improving security and communication systems


  • Purchasing land for future schools



Sales and Use Tax for Educational Purposes


The 1% sales tax (known as an Education Special Purpose Local Option Sales Tax or ESPLOST) applies to goods purchased within Clayton County. The revenue generated from this tax is designated specifically for educational improvements, rather than operational expenses like teacher salaries. The existing tax would be reimposed for up to 20 additional quarters (5 years) if approved.


Considerations for Voters


A YES vote would support investment in educational facilities, transportation, and technology enhancements without raising property taxes.


A NO vote would prevent these funds from being allocated to the proposed improvements, potentially delaying or modifying planned projects.
